Federal judges rejected protection for a majority-Black Memphis district that Republican lawmakers deliberately fractured. The GOP pursued racial gerrymandering after the Supreme Court gutted Voting Rights Act protections, and judges let it stand. Black Tennesseans are systematically disenfranchised from representation.
